This seems to be a Dalmatian Pelican (Pelecanus crispus). According to HBW Alive, Dalmatian Pelicans can be found in Gujarat during the winter months. These are probably wintering adults from Central Asian populations. Moreover, this animal lacks the more orange eyes of the resident Spot-billed Pelican (Pelecanus philippensis).
