This small bird was moving around rapidly on and off the fence of a scrap yard in the Georgetown suburbs.

I realise that photos of this species are unusual on this site, however it looks to be an unkempt Sooty Grassquit Asemospiza fuliginosa . If I am incorrect I would be grateful for correction.
